The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

High alert after Russia jet crash

Russian President Vladimir Putin has ordered the state security services, the FSB, to probe a plane crash, and another missing plane.

One plane with 42 people on board went down in the Tula region south of the capital, Moscow.

Meanwhile, air controllers say they lost contact with a second plane with 44 passengers on board, near the southern city of Rostov-on-Don.

I doubt Ivan makes it into the northern GOM at this time. I would not be surprised to see the NHC track shifted slightly east over the next day or two. I think there is a very decent shot that South FL will get hit with a Cat4 storm early next week...

Some of the newer guidance is suggesting that a hit near Miami is possible (within 50-100 miles). We gotta watch for the real turn, when exaclty it begins will be critical in the eventual landfall location. IF it comes ashore in south FL, he will still be very intense.

I had to put one of my beloved cats to sleep in 2002 and I am still not over it. Never will be. I bought the book "Will I See Fido in Heaven?: Scripturally Revealing God's Eternal Plan for His Lesser Creatures" by author Mary Buddemeyer-Porter, but I still cannot bring myself to read it. I have had it for almost two years!

I think I will enjoy reading it and it will be reassuring, but it is still too bittersweet for me to think about right now. I suppose I think I will get more upset reading the book at first, so I keep looking at it and then setting it back down.

And today 9/10 is the same day two years ago when I lost my little kitty, too. This has also been a year where so many of my family members and friends have lost animal loved ones.

Please keep us posted on Bandit and your other kitty.

I found the missing statement (8/3/03) made two days before the Jakarta Marriott bombing.

So we have all ten (before 2004) accounted for.

The train was a hand-drawn picture posted recently. At least some folks thought it was a train, but no doubt it had a bomb. For all I know the source was a three-year-old drawing a cartoon and their parent posting it. The image posted a couple days ago with the Statue of Liberty seems to have a similar lettering style to make a look like a train. But that all may be neither here nor there. I'm not really trying to sell that one too hard.

To me, the following is more "provable":

Maybe I'll write it out more coherently tomorrow, but 5 of the connected Zawahiri statements out of the 10 made before 2004 (statements connected to subsequent attacks) are already listed in the MSNBC article.

Of the remaining four "unconnected statements", two in Oct 2001 (10/4 and 10/7) may be tied to the emerging anthrax attacks and the "Dragonfire" threat (all of which are not proven attacks)or the plane downed over Rockaway (which has recently been given new credence)the following month.

The two remaining apparently uncorrelated pre-2004 statements were in Sept 2003. One (9/10) related to beginning of the Iraq rebellion and the other (9/29) to the Pakistan assassination attempts in December.

These two are probably the weakest links (a stretch), but there was an elevated threat around last year's 9/11, Iraq came apart about that time (Zawahiri and Mughniyeh reportedly left Iran right about the time it all started in August), and the Pakistan assassination attempts came 2-3 months after the 9/29 threat.

Also, the "last will and testament" of one of the 9/11 hijackers was released at the same time (9/13/03?). And a travel warning was issued on 9/11. So for the two statements of Sept 2003 there is a lot of smoke, but maybe no obvious smoking gun. (Perhaps a disrupted or intercepted attack.)

My accounting is off as I am counting 6 out of 10 connected instead of 5 out of 10 like NBC said (assuming neither the two 10/01 statements nor the two 9/03 statements are connected to anything). But if you *do* plausibly connect the other four even loosely, then you have a definite and reliable indicator - - an indicator that an actual or attempted attack is imminent as in day(s) or week(s) - - which is what most have been saying anyway as we are less than 8 weeks from the election.

Of the remaining statements, the late Feb 2004 statement preceded 3/11 Madrid. The 3/25/04 statement preceded the Zarqawi/Sadr uprising in Iraq on 4/4/04. The 6/11 statement preceded the (current) summer elevation of the threat level (NYC/NJ/DC targets) by a few weeks. And that brings us to today/yesterday.

While some of the ties are a little weak, I think you can plausibly argue that every taped statement Zawahiri has made since 1998 is tied to some type of actual or attempted terrorist attack.

September is packed with significant dates (perhaps as many if not more than any other month) 9/11 anniversary, Jewish High Holidays, and fourth anniversary of the current Palestinian intifadeh.

I'm not sure I'm trying to shift any paradigms, but maybe just jogging my own memory and connecting some dots in my own head. Of course, "dot connecting" is like a patient looking at splotches on cards at the doctors office.

Sometimes the splotches in a Rorschach Test are just splotches. Especially when you have been staring at them too long.

Ridge Urges Americans To Be Prepared For Emergencies; Declares

WASHINGTON -- Homeland Security Secretary Tom Ridge thinks more than just the
Boy Scouts should "be prepared," so he has declared September "National
Preparedness
Month."

Ridge says more than 80 organizations in every state and U.S. territory will work with
Homeland Security to plan events and get "critical preparedness information" to more
communities. The organizations include the Red Cross, the Chamber of Commerce
and
even Starbucks.

For example, the Red Cross will encourage local chapters to participate in Together
We
Prepare on Saturday, Sept. 18, with events such as first-aid trainings and
preparedness
fairs. The Girl Scouts will hold preparedness teach-in sessions across the country for
scouts and their families.

NASCAR will also take part, airing public service announcements and putting up
kiosks at
its events.

Ridge said preparedness is key not just in the face of terror attacks, but for other
emergencies as well. He cited the hurricanes that have plagued Florida for the past
month.

The announcement comes as Ridge expanded the timetable for a possible attack by
al-Qaida.

Ridge told The Associated Press that information gleaned from "credible sources"
suggests
al-Qaida is keen to launch an attack within the United States between now and the
inauguration in January.

Ridge said al-Qaida's intent is to "disrupt the democratic process." And he said that
while
that could be interpreted as meaning any time the business of the nation takes place,
he said
"most people think in terms of either the election or the inaugural."

Ridge said his people aren't obsessed with dates. Indeed, interrogations and terrorist
chatter had earlier mentioned August or September as possible target dates.

Earlier this week, Ridge said Americans shouldn't let their guard down about possible
terrorist attacks this fall.

He said even though the political conventions went without a hitch, there is still
"consistent,
general and credible" intelligence that al-Qaida wants to disrupt the democratic
process.

Financial centers in New York City, northern New Jersey, and Washington remain at
high
alert because of evidence they were being scrutinized as potential targets.
