Last I checked it was during the Clinton administration that was arguing about putting weapons on the drones? Hillary only made herself look stupid because anyone with common sense knows all about Bill's failures.

If I am not mistaken, Bush was still operating under Clinton's military appropriations budget. Perhaps she should pose the question to Billy Boy, if she can find him.

If I remember correctly, Clinton stated in My Life that he didn't go after Bin Laden with drones because he was afraid of what Albright & Hillary would say.

Then answer is going to be that not arming drones was a long standing policy going back to the Clinton Administration and for which the bush administration had not yet been given a recommendation to revise. Following 9/11 the rationale for doing so became obvious and the policy was reversed. There was no recommendation from the outgoing administration to change the policy during the transition talks. It was not on their agenda... Thank you very much.
