Because they know the odds of getting through are much better than the odds of getting caught.
Coop, thousands being arrested is a drop in the bucket compared to the millions who roam about and live in this country unabated. Until the borders are secured and employers are severely fined for employing illegals there will be no "homeland security!", not to mention extremely expensive for American taxpayers.

True thousands are arrested, however more thousands make it into the US everyday.
Just had a thread about a Tucson TV station that filmed 198 crossing in ONE HOUR.....TV crew called BP, yet later BP reported that NO illegals were apprehended in that area.
198 per hr. in just *one* place along our southern border......the invasion continues....
