Yes he is.
Using similar logic, since Clinton lied about sex with Lewinsky, Clinton also lied about China, Serbia, the chances to capture OBL, health care, welfare reform, Medicare, and numerous other issues. I'm sure the same writer will make that his next story.
Although some of the people involved in the early Clinton scandals were helpful in getting him impeached, some of them are unreliable (Larry Patterson, Larry Nichols, etc.) - or just plain liars (Terry Reed, etc.)
