Wouldn't the President, now knowing the situation being different from what he would have done following the classroom visit, have to wait for the Secret Service, his staff and the rest of the crew on AF-1 et. al. to make a plan and strategy? Seems to me, that instead of panic, it's more like deliberate, and controlled response once the plan was ready and the engines spooled up (so to speak).So, while waiting in a crisis, prayer is always the way to "get knowledge and wisdom" from where the best wisdom comes from. "If any of you lacks wisdom, let him ask of God, who gives to all liberally and without reproach, and it will be given to him." James 1:5. The President knows exactly who to contact and when and what about.

Strength: Kerry is one of the most famous of all vacillators: I voted for it before I voted against it.

Integrity: Kerry has lied repeatedly and stupidly: I was in Cambodia in Christmas 1968 because of the evil President Nixon who would take office in January of 1969.

Values: My service in Vietnam was GOOD--oops, I mean it was BAD--oops, I mean it was GOOD.

Terror: Kerry claimed to have committed war atrocities. He burned down a non-combatant village and killed their domestic animals. So I guess he'd have great insight into the terrorist mentality.
