Scouts protest ban on fliers

The local chapter of the Boy Scouts of America is challenging a new Montgomery County school board policy that bars the youth group — among other religious and community organizations — from distributing fliers in student backpacks.

I think I understood all the issues raised by this article, except how the fliers were being distributed. Do the Scouts want to stick fliers in other students' backpacks while the students are wearing/carrying those backpacks? Or do the Scouts want to wear backpacks full of fliers and hand them out to other students?

Regardless of how the fliers are being distributed, all student organizations, including the Scouts, should be able to distribute fliers in the same way.

I disagree. If we want to stop the social agenda of public schools, then it must be applied fairly. School is for learning to read, write, do math, etc. It is not to promote social groups or a social agenda. If they apply the policy to all organizations, I have no problem with this.
