Sounds like they are trying to sidestep the second amendment.
I would think they would want to do it to keep up with how much ammo you might have instead of to deter crime. You reach a certain number and get visited for "stockpiling"

Nothing as for as I'm concerned. Just an excuse for the government to stick it's nose in your business. My clip holds 7. I can use a box or more at the range but the media flips out when people have ammo.. "Hundreds of rounds stockpiled" 2 or 3 boxes around here. If you buy different types of shells then "gasp" you have more than one weapon.
Holy cow! It is easier to get drugs then ammo!
Buy my new ammo when I make a run to Vegas - If they start looking at bullets, powder and primers, I'll get them out of state also...

Reno too. Plus for those who smoke, I notice that in certain Nevada locations, cigarettes are 75% cheaper than in CA...

There's nothing like shooting a tight group with ammo you've loaded yourself -- then "tweaking" the load ever-so-slightly...and then shooting an even tighter group!
That's why I'm moving my reloading shop down to my range -- so I can "tweak" a load, and then turn and shoot a group -- right out the window...
I just purchased 700 rounds of 7.62 X 39 and 400 rounds of .30-06. I think I need a few hundred more .30-06 to feed the Garands. Oh, I almost forgot, I am plumb out of 7.62 Tokarev. About 500 rounds ought to do it. Better get some .40 S&W just for good measure. Oh, an .308! Gotta have .308!

When I was building the prototypes, I called my wife from my lab, and asked her to pick up a box of B-Bs on her way home from work.
The gun dealer told her that MA law required her to show him her "FID" (Firearms IDentification card) before he could sell her B-Bs. (...mere copper-plated steel balls!)
She slapped her MA CCW permit down on the counter, and said, "Will that do?"
She got the B-Bs, the invention worked (very well) -- and I got the patent...
The fun came when I told my boss that buying the materials for manufacturing the resulting product in Massachusetts required a FID or CCW!! < LOL!! >
Unconstitutional laws and bureaucracy...a deadly combination... :-(

I thought the McClure-Volker(?) Act did away with all of this crap?
