I am trying to write about the Child Custody Protection Act. Using the archives of the National Right to Life Committee I have been able to track it back to 1998, but I cannot get information on any earlier legislation. As usual, when in trouble, I come to Free Republic. Does anybody know the earliest date that the CCPA was presented in Congress? Any voting records (prior to 1998), particularly Kerry's (as if I had any doubt!)? Thanks.
A search of "Child Custody Protection Act" in the 105th Congress turns up H.R. 3682 sponsored by Rep Ros-Lehtinen, Ileana [FL-18] (introduced 4/1/1998) with corresponding Senate bill S.1645 Sen Abraham, Spencer [MI] (introduced 2/12/1998). 9 amendments by RATs, esp. Teddy the K, Kerry votes NO on the final cloture motion.
