Mary Beth Cahill says that the photo was leaked by someone at NASA, that there were no official photographers and no campaign plans to take any photos.

Bush's drunk-driving conviction was leaked prior to the 2000 election.
It irritated me that the RATs pretended that this leak was some little small-town individual on his own who just happened to have all the assets in place to blastFAX this to every major media outlet in the country simultaneously. The DNC was not involved? Please, don't insult our intelligence.
What bugged me more, though was that very few people care about the bigger story: The Bush family and/or George W. Bush himself took responsibility for his actions and he paid the price, even though they were wealthy and had considerable power. If it had been a Kennedy (as an example), the old man would have made a phone call and the whole thing would have gone away. If you've ever delved into the details of Chappaquiddick you'll know what I mean.
