Has John Kerry even read the report? Or is he, as usual, allowing his mouth to overrule his pea brain?
He's trying to take the initiative, define the argument, make the first move, go on the offensive. It doesn't matter that he's jumping the gun ludicrously. Just get in there with your sound bite before the other guys do. Then it looks as if they are responding to you. Never mind the lawyers, we should kill all the political consultants.
