I was startled when Clinton made that comment. I would have expected some platitudes about what a good NSC advisor Berger was and how he's sure the investigation would clear him.

Back in about 1998 or so, xlinton admin was somewhat concerned with terrorism, and particularly with the millenium/Y2K.
They sent out questionaires and asked every company and government agency to list their 'vulnerabilities', and started collecting this info into a massive data base. (Just what terrorists and espionage agents need), all our vulnerabilities grouped nicely together in one place. Dam weak points, power plants, industry, water systems, etc.
And it wasn't even classified. The purpose was so the government could 'know' what to prepare for. LOL.
Then all of a sudden, it disappeared. I guess someone figured out just how stupid they were being.

Now Clinton is making a JOKE of it because "everyone knows" how messy and disorganized HIS National Security Adviser has always been. Is that supposed to be a good receomendation for Berger's (and Clinton's) precious "legacy"? It would seem that all sorts of things could get lost on his desk while he was advising the President on OUR security. An absent minded professor type?
