Until the Senate Republicans give more specific information, I am going to believe that Sandy Berger just didn't want to sit in the archives and take notes for his 9-11 testimony. He got sick of that and took some documents so that he could write up his report in a comfortable way and check the documents instead of notes. He should have been given some facilities to gather this material without having to resort to notetaking. After all, he was doing this for the 9-11 Commission.
I have worked in the archives and it is a pain in the neck to have to sit there without coffee and take notes. Still, he should not have taken documents. The rules there are very clear.
I don't think what he did has anything to do with Kerry. The Republicans are being too vague. They are not giving the facts but just innuendo.
If more information comes out, I may change my mind, but the Rebublicans don't seem too credible on this.
Berger may have had lots of notes and confused his papers with the archive's, documents but this is hard to believe as they all all stamped.
People are careful about looking thru all their papers to make sure they don't have documents. The archives even gives you special note paper to make sure the notes are yours.
Many papers in the archives are just notes and rough information that is hand-written. But each paper is stamped. I think Berger just got sick of sitting in the archives and taking notes.

I just got a call from the RNC. After making a donation I was chatting with the girl and told her they had to come out swinging on this issue. She seemed to be unaware of it but said she'd check out Fox. I told her to check out FR.
