I think "Jr." is used more out of convenience, as well as to make it less confusing as to which Ron is being referred to.

They were calling Bush "Junior" in 2000 even though Bush had no Junior in his name, while Gore did indeed have a Junior in his name.

FWIW, ROn hates to be called Junior. I think we should just refer to him as Junior alone, although it does tie him to the Great RWR.
