An Arkansas government message board doesnt usually top the list of likely terrorist targets, but that didnt stop it from getting walloped this week by an attack that loaded its server with online videos of Osama bin Laden and other multimedia jihadist materials. Monday morning visitors to the Arkansas Highway and Transportation Departments File Transfer Protocol site saw the files, which were labeled in a foreign language. The FTP site is an anonymous message board the department operates for contractors. This site has been valuable for eight years, said department spokesman Randy Ort. This is the first time something like this has happened. Were looking at developing a protocol to avoid this in the future. The departments Web site was unaffected by the hacking, Ort said. Nor was any sensitive data affected, he said. People who are looking [to hijack] sites such as this have certain utilities that search out and find specific bandwidth, Ort said. Ort said the department turned the files over to the FBI for further investigation. Links to the terrorist files on the site were posted to the message board of an al-Qaida-linked group called al Ansar, which features photos of bin Laden and the Sept. 11, 2001, hijackers.

Based on my experience, if you set up an FTP service, open it to the internet and allow anonymous access, you'll find yourself hosting all kinds of illicit stuff--probably without your even being aware of it.
Can't you set up an anonymous FTP site that is read only except for the administrator?
