My daughter-in-law has a sister in a California college.
Recently, the sister attending college, said that her boyfriend had received a notice to register for the draft.
I know that Congress has passed nothing to reinstate the draft and that the main two sponsors of the resolutions for draft are both Democrats ( Rangel in the House and Fritz Hollings in the Senate).
Is it possible that individual states are sending notices to register for the draft?
My initial thought is that there could be someone forging the draft registration notices to scare the young voters and college crowd.

When someone goes AWOL and is apprehended, they are returned to their unit of assignment. When they are declared a Deserter (usually after 30 days AWOL), they, in effect, become a fugitive. If apprehended by law enforcement or military authorities in a Deserter status, they are turned over to the nearest Military Confinement Facility.
Say what you wish about Rangel and Conyers (especially Conyers) but remember one thing - Rangel was awarded the PH and Bronze Star during the Korean Conflict. I disagree with much of what he has to say and all of what Conyers has to say but Rangel probably knows a few things about soldiers.
I believe the selective service law still requires 18 year old men to register with the selective service. Rangel has a bill in the hopper to reinstate the draft. Unless the majority in congress loose their minds this will not happen ( probably ever). Quotas for enlistment are being met ( in fact being exceeded) and there seems to be no need for this nonsense. Rumsfeld has in fact said repeatedly that there is no need for it. It is simply the dems effort to have people get mad at the war on terror and so quit supporting it....The all volunteer military has been working just fine thanks and it is beyond unlikely to go back to a draft
My knowledge is from personal experience with some that had been AWOL for a good length of time and were called deserters by the folks whose job it was to hunt them down.
At the time,I couldn't understand why the Military didn't jump at the opportunity to make examples of them.....except for the reasons explained.
WHO MUST REGISTER Printer Friendly Version
Almost all male U.S. citizens, and male aliens living in the U.S., who are 18 through 25, are required to register with Selective Service. It's important to know that even though he is registered, a man will not automatically be inducted into the military. In a crisis requiring a draft, men would be called in sequence determined by random lottery number and year of birth. Then, they would be examined for mental, physical and moral fitness by the military before being deferred or exempted from military service or inducted into the Armed Forces.

NON-CITIZENS
Some non-citizens are required to register. Others are not. Noncitizens who are not required to register with Selective Service include men who are in the U.S. on student or visitor visas, and men who are part of a diplomatic or trade mission and their families. Almost all other male noncitizens are required to register, including illegal aliens, legal permanent residents, and refugees. The general rule is that if a male noncitizen takes up residency in the U.S. before his 26th birthday, he must register with Selective Service. DUAL NATIONALS
Dual nationals of the U.S. and another country are required to register, regardless of where they live, because they are U.S. nationals.

HOSPITALIZED OR INCARCERATED MEN
Young men in hospitals, mental institutions or prisons do not have to register while they are committed. However, they must register within 30 days after being released if they have not yet reached their 26th birthday.
DISABLED MEN
Disabled men who live at home must register with Selective Service if they can reasonably leave their homes and move about independently. A friend or relative may help a disabled man fill out the registration form if he can't do it himself.
Men with disabilities that would disqualify them from military service still must register with Selective Service. Selective Service does not presently have authority to classify men, so even men with obvious handicaps must register now, and if needed, classifications would be determined later.
FULL-TIME MILITARY EXEMPTED FROM REQUIREMENT
Young men serving in the military on full-time active duty do not have to register. Those attending the service academies do not have to register. If a young man leaves the military before turning 26, he must register.
NATIONAL GUARD AND RESERVES
Members of the Reserve and National Guard not on full-time active duty must register.
CONSCIENTIOUS OBJECTORS
Men who would be classified as Conscientious Objectors if they were drafted must also register with Selective Service. If a draft begins and they are called, they would have the opportunity to file a claim for exemption from military service based upon their religious or moral objection to war.
I had a very difficult time registering for the draft. I was a plebe at West Point and the post office was outside the 'acadamic area' that plebes were restricted to! At least the irony amused me.

I cannot believe how many people on FR get freaked out by draft registration. When I was in High school every boy I knew registered when they turned 18. Our counselors reminded them to, and most were proud, they saw it as a coming of age thing. And this was in 85.
OH NO ! a pay raise for troops. Say it isn't so, I am active duty and 17 years USMC and alot of people don't think we deserve what we got.

Yes, I joined the Navy in 1980 thinking Jimmy Carter was going to start the draft. Nothing happen. I was misdirected by rumors. I signed a contract and spent 6 years in the Navy. Tell your young voters it's our democrats in the house in the senate who want to start the draft. Only 6 Democrats introduced the bill and its literally on the floor. I don't want the draft. An all-volunteer force means better morale, better training and better pay. If the young people want the draft vote for Kerry.

Every male has to register for the draft at 18. I had to do it, my brothers all had to do it and my son will have to do it. That does not mean that a draft is in the offing.

Every 18 year old has to registrar but that doesn't mean there will be a draft. To start the draft it has to be an act of congress and then signed by the President to become law.
