As Roger says in taking the assignment, “The whole second act has to be rewritten. The Germans are losing the war? That’s too downbeat.”

Actually that line is: "That whole third act has got to go. They're losing the war. It's too depressing."

Roger deBris has different lines, depending on whether one is quoting the original movie starring Mostel and Wilder, or the modern musical, starring Lane and Broderick. The idea of his line is the same in both.
