96% of the taxes are paid by 50% of the people. Then that suggests that 50% is the threshold. Actually, the top 20% pay something like two-thirds. I believe the total contributed by the lower 20% is something like 1% (with their burden coming in at around 3% of income).
It's been said many times before: democracy cannot last, because eventually people realize that they can vote themselves benefits. It's a tough teaching each new generation of this basic principle - FDR really got us started down the slippery slope.
