Man who caused reservoir shutdown fined $5,000

ERIE, Pa. (AP) -- A man who shut down the city's largest reservoir after he tossed a bag containing dirty underwear over its fence was ordered to pay $5,000.

The city bomb squad and hazardous materials crew responded after an Erie Water Works employee became suspicious after he saw the black bag near the 33-million gallon Sigsbee Reservoir on May 27.

Yep. $5K is enough to make him soil his fresh pair all over again.
I still can't figure out why he didn't just put 'em in the laundry like normal people would do.
(Yeah, ya gotta swoosh 'em around in the toilet first, to get rid of the heavy stuff. But that's just one of life's unpleasant situations that everybody has to deal with every now and then.)

Troy Musil, 18, of Erie. He told police he'd been ill and soiled his underwear. He changed at a friend's house, then climbed over two barbed-wire-topped fences to ditch the underwear.

Sounds to me like this reservoir is surrounded by two barbed-wire-topped fences, plus it has alert employees on the premises.
What additional security measures would you propose?
