What people do is purchase food using the card, sell the food at a discount rate to someone else, and then use the cash for booze, cigs, whatever.

I'm all for a handup, not a hand out. Does the foodstamp program have a maximum time length for benefits? Or can you stay on the program for perpetuity?

I grew up in a small town in Maine. There was a community-type aid program funded by the town itself.....handup, not handout, etc etc etc. It was called "going on the town" and there was a huge stigma to it. It was the absolute last resort for a family.

Interestingly enough, there is now a huge Somali population in Lewiston, ME. I believe that they were attracted there by much the same type benefits. Whatever you subsidize, you get more of, now in this age of self-esteem.

she is the EXCEPTION, not the rule...she probably hated it that she had to take the assistance, whereas most people on 'stamps feel like "its owed to them" you know what i mean.

I think there should be a separate line at the grocery store for food stamp users. I remember when people would be ashamed to be seen using them. Now, they wear designer clothes and drive SUV's. I know people who actually believe that people deserve food stamps -- after all it's not their fault they're not responsible!

I liked the welfare cheese. Came in 5 LB bricks and was far better than velveeta. More flavor and better texture. It froze great, too.

My mom used to work for the place that distributed it. She'd take home the stuff that the welfare people turned down (a little crushed on one end, etc). Unlike the welfare receipients, we couldn't afford to be choosy. Mom always says "No one pickier than people on welfare."

Just out of curiosity, how do 12 million children obtain food stamps? Is the article implying that food stamps are given directly to children?

presidio9 - The hispanic supermarket near my house accepts food stamps for cigarettes.
Xenalyte - You should report that place. That is flat-out illegal.
DumpsterDiver - I would start with either your local police department or city attorney's office. Tell them you need to know who handles fraud of this type.

Good luck to you all. My wife used to be a bank teller and noticed that one Quickie-Mart guy always came in with fistfulls of food stamps - all in sequential order, as if just ripped out of the booklet. She reported it to management, who totalled up the receipts to the tune of $12,000 a month - and reported it to the authorities.

Months later, the food stamps were still coming in, in the same order as before. When the authorities were questioned as to why, they were told the place was "under surveillance". It probably still is to this day.

The big thing with illegal use of food stamps is to sell the booklet at a discount for cash - a win-win for everybody but the taxpayer. These cards might make it a bit harder, but what the agency really needs is to hire one of these scam artists and have him illustrate the way the system can be cheated.

Another can-you-top-this? anecdote. Woman using food stamps tries to buy a can of cat food. Clerk sez she cannot buy pet food. Woman leaves can on counter and returns from the Deli section with a packet of shrimp.

From the article itself:

Food stamps, which help poor people buy groceries, were offered for four years to combat the Great Depression in the 1930s. Paper coupons succeeded the original orange and blue stamps when the program was revived in the 1960s. It became a nationwide program in 1974.

Seem like the liberals were in power for all the years this "give away program" took hold.

But the point is, this is a republican government that is changing the name of the program. No republicans that I know of are saying that it should be eliminated, modified or scaled back. In fact, I would bet that if you looked at the budget over the last three years, the program has probably been expanded.
