Texan Democrat Files Ethics Complaint Against Tom DeLay

WASHINGTON (AP) — A Texas Democrat who is losing his House seat because of redistricting engineered by House Majority Leader Tom DeLay is filing ethics complaints against the Republican leader.

Rep. Chris Bell is charging that DeLay, R-Texas, provided legislative favors to a company that made campaign contributions to DeLay and other Republicans, laundered other corporate donations to illegally help Texas GOP candidates and improperly used his office in asking the Federal Aviation Administration to track down a private plane used by Texas Democrats.

"The charges are very serious and well documented," said Bell's spokesman, Eric Burns.

DeLay's press secretary, Jonathan Grella, characterized the complaint being filed Tuesday with the House ethics committee as "warmed-over and factually deficient allegations from a bitter partisan on his way out of office. This election year scorched-earth strategy is doomed to fail."

Bell's charges would be the first filed against a House leader since the ethics committee took up a case against former Speaker Newt Gingrich in 1997 that contributed to his decision to leave office. Since then there has been an unspoken truce between the two parties on filing ethics complaints.

Bell's complaints center around three issues: first are memos from Kansas-based Westar Energy, written in 2002, implying that donations of $56,500 to political committees associated with DeLay and other Republicans would win the company benefits in the crafting of legislation.

Second, Bell says that the Texans for a Republican Majority Political Action Committee created by DeLay had given $190,000 in corporate donations to the Republican National Committee, which in turn gave that money to Texas GOP candidates, an action that would be illegal under Texas law.

Third, he says DeLay abused his office in asking the FAA to track down the plane thought to have been used by Democrats who last year left the state to prevent Republicans in Austin from approving a controversial redistricting plan backed by DeLay and favoring Republicans.

I remember a story about 6 months ago saying Dem's were gunning for Delay. And low and behold, I see an anti Delay story every few weeks recently.

I wouldn't be so sure about Frost getting whipped by Sessions. I live in the district. Frost has sent out flyers and taken out ads that do not state his party affiliation and try to paint him as a moderate. I've also noticed quite a few bumper stickers and yard signs for him, as well. While not scientific in any way, it is a little concerning. I still think Sessions will likely win, but it may be a closer race than previously thought.

As long as Sessions gets ONE MORE vote, I'm happy..seriously, it won't be close, because that would require a whole lot of ticket splitting, and Dem voters ain't that smart..

Didn't Pelosie just get fined for political contributions irregularities? Perhaps one of our erstwhile Republican wusses should file a complaint and then the eunuch congress can handle them both together.

Yes. The two parties were practicing some sort of "detente", a french term which means, "I'll play fair with you while you knife me in the back".

Being outside the state .. it still appears to me to be nothing more than payback for the redistricting. The charges have been levied before .. with no evidence to support them. The dems still think that in today's new media climate they can accuse people of wrongdoing with impunity.

I believe I'm in the district as well. I don't think it will be a Sessions face crush, but I think Sessions will win with at least 52% or so of the vote.

Don't forget that the Travis County DA is probably going to bring trumped up charges against Delay to force him to step down as majority leader. The Travis County DumbAss is a long time Democrat hack who loves to bring baseless charges against Republican officials in order to keep his voters happy. (Travis County is one of the most liberal in all of Texas.) Usually he drops the charges after the damage has been done. I fully expect an indictment sometime in late September or early October in order to try and do the most damage to President Bush.

Isn't there also the danger that Sessions could fall from overconfidence in the likely success of the general Republican ticket in TX? Sessions may not be aware that Frost will have fairly high name ID, and nearly anyone on a government check will support Frost.

Not to be forgotten in all of this, Chris Bell is a white guy who is pissed that a Republican redistricted Texas so that a minority was more likely to get his seat.

But I won't suggest that Chris is throwing this fit because he is a racist. He's just hoping that the public won't recall how he came to this position.
