I don't know this for a fact in this particular case, but I have read that a decoy plane like the President's is used in case of enemy attack. If anyone knows for sure, please correct this.

Thats the aircraft that President Reagan ordered but it wasn't delivered until 2 months after he left office. When he left office someone asked him if he had any regrets and he said, Yes, I would have liked to have ridden in the new AF1. Now he has.
