I thought the headdress looked familiar -- I think he is a member of the Kiowa Black Stocking Society. Look at the picture below and the headdress is like this one with the beadwork on the headdress. They participate in OU functions and this guy looks just like they do. VOA: Probably why the headdress looked familiar!
