Cop Fired After Traffic Stops Allegedly Turn Sexual

FAIRLAWN, Ohio -- An 13-year-veteran of the Fairlawn Police Department was terminated Tuesday after an investigation of traffic stops involving women were discovered to be of a sexual nature.

Fairlawn Mayor William Roth Jr. said that a six-week investigation was conducted before Officer Richard Jacobs (pictured, left) was fired. The investigation reportedly uncovered numerous violations of the City of Fairlawn Police Department's rules of conduct.

The investigation began on April 21, 2004, after a written complaint was filed by a city resident regarding a traffic stop two days earlier.

The woman said she was allegedly stopped for speeding, but submitted to a field sobriety test for drunken driving. She said she was handcuffed and put in the rear seat of a cruiser and asked three times what would she be willing to do to get out of the ticket, Roth said.

Another incident allegedly happened on Dec. 24, 2003, officials said. In this incident, the complainant said Jacobs allegedly attempted to convince her to engage in sexual activity with him. The woman said she was allowed to continue home without incident.

The investigation also revealed that Jacobs abused his authority to access information from the Law Enforcement Data System. Officials said he could not indicate a law enforcement purpose for the queries.

The case was reviewed by the Summit County Prosecutor's Office for possible criminal conduct, but charges will not be filed because of insufficient evidence.

Police Chief Kenneth Walsh said Jacobs denies any wrongdoing and has filed for an arbitration hearing to fight his firing.

The skinny here is that the cops do this frquently, that once they have enough dirt on each other, that prosecuting them ain't gonna happen and they are so arrogant about it that they define the terms of their dismissal, including pension, healthcare, and employment record.

An early retirement, paid for by the taxpayer, when the guy should be a registered sex offender and behind bars for rape and assault.

Some FReepers here are law enforcement.

I am a Sheriff. I work hard, have honor and integrity, am an active conservative, love my family, go to church; don't drink, smoke, swear; (and understand that you will still hate me just because I am a cop).

Remember your comments when someone is trying to take you or your loved one's life... and I save you or them, at the threat of great bodily injury or death to myself.

Your hateful comments are your right, but reflect very poorly upon you.

I'd have had his badge. I am honestly sick of guys acting like they do, and the fact that women basically let them.

It's about respect. He showed you a lot of disrespect. He showed disrespect for his position. And if you had a husband/boyfriend, he was showing disrespect to him as well.

My brother is a cop. If one of the patrolmen under him got caught doing that, he'd probably lose his job.

My father, a retired LI officer/detective of 22 years, feels exactly the same way. His perspective: "to serve and protect" once meant bringing a drunk driver to Dunking Donuts for a sobering coffe, doing occasional roadside assistance, and aggressively pursuing the vicious brutes that victimized the innocent... Nowadays they seem to concentrate on revenue-enhancement, are overly aggressive/defensive with even totally-compliant Joe and Sally Six-Pack, and hesitate to confront Brutus YoungPunk (lest his lawyer sue the cop for racial profiling).

they storm into peoples' houses with guns blazing, they shoot chained dogs and small children, and they solicit sex from women during traffic stops. I don't think a society can last when people fear the police.

And if they're FEDERAL cops they stomp animals to death, steal all of your property until you prove yourself innocent, shoot your 12 yr old son in the back, and burn down your church occupied by women and children because you didn't spend $200 on a full auto license. Obviously we are in much greater danger when the nazi leftist RATS are in control.

I agree. I have dated a cop in the past and the ones I met through him were REALLY nice guys, most of them married and big into their families. I personally believe guys like the idiot that pulled me over are in the minority. I dont think they represent cops as a whole.
