The point of the story is the context of the photo. It's in a room specifically dedicated to honoring those international activists who helped North Vietnam and the VC win the war.All the more unfortunate that the caption, which reads, "Mr. Do Muoi, Secretary General of the Vietnam Communist Party met with Congressmen and Veterans Delegation in Vietnam (July 15-18, 1993)", does not mention Kerry by name or call attention to his nefarious activities during the war.
I agree that whoever selected that photograph for display may well have known who Kerry was and what he did, but it doesn't by itself make a clear-cut case against Kerry. Swing voters won't have the patience to connect the dots. JMHO.

Still, I see this as a war of attrition, in which each drop of evidence of Kerry's perfidy has a small but tangible value.
