House Bill 4867 (Substitute S-2 as reported) Sponsor: Representative James Koetje House Committee: Conservation and Outdoor Recreation Senate Committee: Judiciary
CONTENT The bill would amend the Natural Resources and Environmental Protection Act (NREPA) to provide that the Department of Natural Resources (DNR) could not prohibit a concealed pistol licensee, or someone exempt from licensure, from carrying a pistol on property under the DNR's control.
Part 5 (Department of Natural Resources) of NREPA requires the DNR to "promulgate rules for the protection of the lands and property under its control...to protect the lands and property from depredations and to preserve the lands and property from molestation, spoilation, destruction, or any other improper use or occupancy". The Department must issue orders necessary to implement promulgated rules. A person who violates a rule or order is responsible for a State civil infraction punishable by a maximum civil fine of $500.
Under the bill, the DNR could not promulgate or enforce a rule that prohibited an individual who was licensed or exempt from licensure under the handgun licensure Act, from carrying a pistol in compliance with that Act on property under the DNR's control, whether the pistol was concealed or otherwise.
The bill is tie-barred to Senate Bill 221, which would amend NREPA to allow a concealed pistol licensee, or someone exempt from licensure, to transport a pistol or carry a loaded pistol in an area frequented by wild animals, regardless of whether that person possessed a hunting license.
Obviously, they have internal polling (coupled with previous election results) which shows that gun control is a big loser for them.
Too bad the Republicans at the national level don't realize this and start pushing for some improvement (or better yet, elimination) of the federal gun edicts.

I've been writing some letters trying to get our GOP legislature here in Florida to improve our CCW laws, but haven't heard anything back.
The Republicans have big majorites in both state houses, and of course, the governor is a Republican, so it's a good time to fix the laws for the better.
This helped clear that up. I know people who have gotten CPLS strictly because of bears.
I seem to recall that last year someone asked her if she's made any mistakes. She replied that she was wrong when she thought the CCW law would result in a wild west scenario.
I thought that very intersting that she would go out of her way to say she was wrong about gun control.
It looks like they've learned (at least the ones with an IQ) like gun control is a losing issue for them. But like you said, we shouldn't trust them anymore since in their hearts they still support it.
Forunately for folks in Michigan, the legislature took the offensive and have put a couple of good gun bills on her desk.
Other Republicans should learn a lesson from them, and start pushing the issue in other states.
Make the dem governors either sign pro-RKBA bills or make them veto them, so that a Republican can use that to run against them.
In the senate, Irma Clark-Coleman and Martha Scott, both from Detroit voted against it. As did notorious gun grabber Liz Brater and Gilda Jacobs.
In the house, Steve Tobocman and Aldo Vagnozzi voted against it. Tobocman is the only white rep out of Detroit(and in a tough primary). Vagnozzi has a tough district in Farmington Hills and is beatable.
Reps. Vagnozzi and Tobocman, having reserved the right to explain their protest against the passage of the bill, made the following statement:
"Mr. Speaker and members of the House:
I voted no on House Bill 4867 because the bill would prohibit the Department of Natural Resources from stopping people with loaded pistols or concealed weapons from coming into state parks, beaches and campgrounds. Our state parks should be a place where people can go with their friends, family and children to relax and be free from worry. Our citizens should not have to worry whether or not the person next to them has a loaded gun in their picnic basket."
Both Dem's and Pubbies should start the process to amend the Constitution to allow the foreign born to be elected President. She and Arnold would both have a real shot at it.
No doubt there will be a push for this (as the globalists continue to advance a one-world government), but it is a very bad idea.
As for Arnold and Granholm, I don't trust either one of them to support the Bill of Rights.

Now I expect Aldo, Tobocman, Brater, and Gilda Jacobs to introduce bills making it illegal for guns and tobasco sauce to be in the same house.
Tobasco is a mild sauce they won't even properly lite up a bowl of chili.
