I think it means the military has effective tools for jamming CDMA (spread spectrum) communications. GPS and CDMA cell phones use similar technology. I wouldn't hold out much hope for using your 802.11b wireless networks either. Bring your VHF and HF emergency radios and a good compass. A Loran C receiver would be a handy item too.
The Navy has new equipment that messes up the garage door openers and other electronic items, it has happened in Las Vegas, Seattle, and recently Florida.
I forgot the other details, but the openers were in all the news,, when it happened.
