I suppose it depends on whether you consider someone who has trained to do terorism, but has not done any terrorism against the U.S. a terrorist. If you do, there are probably fewer--otherwise there are more.

For instance, before we got involved in World War II there were fewer Nazis killing Americans then afterward--is it therefore your veiw that Pearl Harbor should have gone unanswered, or that we should have only fought Japan and not gotten involved in the war in Europe?
