Yes he did. With his mention of the desire by the enemy to control "souls" he's wittingly or unwittingly put this in the context of a religious war.
No surprises but I was pleased when he noted some of the rebuilding and helping Iraqis get their country back up and running.

WASHINGTON - Under pressure to spell out a clear strategy in Iraq, President Bush on Monday promised to give Iraqis "full sovereignty" on June 30 and offered to demolish the Iraqi prison at the heart of the prisoner-abuse scandal.
In remarks prepared for delivery Monday night, Bush said U.S. troops would remain in the country under U.S. command even after Iraqis take control of their domestic affairs next month. The White House released excerpts of his remarks as U.S. and British diplomats circulated a draft U.N. resolution that offered more details on the power shift in an effort to win the United Nations' blessing on the plan.

"America's task in Iraq is not only to help Iraq defeat an enemy, it is to give strength to a friend - a free, representative government that serves its people and fights on its behalf," Bush said in remarks planned for the U.S. Army War College. "And the sooner this goal is achieved, the sooner our job will be done."
