I don't understand why in today's world a truck carrying dangerous cargo would not have a tracking device.

Good God, this is a significant story. Why is the media treating this like it happens every day (rhetorical question)? Sounds like more probing. Attacks are probably going to happen soon.
Launcher Found Near MARTA Station
Law enforcement officials at the scene near the Hamilton E. Holmes MARTA station.
An AT-4 rocket launcher was discovered near the Hamilton E. Holmes MARTA station Tuesday afternoon, local law enforcement officials said. Officials described the device as inoperable.
The device was found on an embankment near a track located 200 to 300 yards from the MARTA station.
MARTA officials said they do not know how the launcher got onto MARTA property.
MARTA traffic was not delayed as a result of the discovery, officials said.
Federal Bureau of Investigation officials, who are handling part of the investigation, said it does not appear that the device has been used.
According to a Web site that analyzes military weapons, the AT-4 is a light anti-tank weapon used by the Army.
FBI officials said the launcher is a training device.
The device found at the station is incapable of firing actual anti-tank shells and is "inert," meaning it is inoperable, FBI officials said.
Gary Orchaowski, a special agent with the Bureau of Alcohol, Tobacco, Firearms and Explosives, said the device was not illegal and described it as a "big paperweight."
Authorities said the launcher could be purchased at gun shows.
The rocket launcher will be taken to an FBI crime lab for further analysis.
