Large Fire Breaks Out at Chemical Warehouse in Atlanta Suburb, Forcing Hundreds to Evacuate

CONYERS, Ga. May 25, 2004 — A huge fire broke out in a chemical warehouse Tuesday morning, setting off multiple explosions and prompting hundreds of residents to evacuate.
The fire in the warehouse owned by Biolab, which makes chemicals for pools and cleaning products, was reported about 5 a.m. Multiple explosions could be seen and heard as the fire spread through the warehouse.

The plumes of gray, green and white smoke prompted evacuations of homes and businesses within a one-mile radius in Conyers, an east Atlanta suburb of about 10,000. Sheriff's department spokeswoman Jodi Shupe said she did not have exact figures on how many people were evacuated, but said the number was in the hundreds.

A hospital reported treating at least two people who were having trouble breathing or suffering from irritation from the chemicals, she said.

The fire was confined to the warehouse, officials said. It was not immediately clear how it started or what chemicals were burning, although authorities said chlorine was one of the chemicals involved.

Chlorine is an irritant, and is "certainly dangerous to people with respiratory conditions in particular," said Buzz Weiss, spokesman of the Georgia Emergency Management Agency.

The fire slowed the morning commute into Atlanta. Several roads around the BioLab plant were closed for at least two hours. Interstate 20, a main thoroughfare into Atlanta, was also closed during rush hour as smoke cut the visibility.

The Covington Municipal Airport, about 10 miles from Conyers, also was evacuated at around 7:30 a.m. Two schools in Conyers were set up as temporary shelters.

Madonna's video image over the years seems calculated to insult the real Madonna, Mary, through scandal. Since Mary is held in respect by the Muslim faith and one of her titles is Our Lady of Fatima, Fatima being the most famous Muslim daughter, the singer has to be a blatant target. I'm surprised someone didn't issue an "off with her head" edict years ago as they did with Salman Rushdi.

Al Qaida has more than 18,000 terrorists waiting for the order to attack targets in Europe and the US, preferably with weapons of mass destruction, a leading think-tank said today.

The war in Iraq has “focused the energies and resources of al Qaida and its followers while diluting those of the global counter-terrorism coalition”, the International Institute for Strategic Studies argued.

Despite the killing or capture of around 2,000 al Qaida fighters, including some key figures, the group remains a powerhouse for Islamic terrorists operating in more than 60 countries, the IISS annual Strategic Survey warned.

And western targets are firmly in the firing line.

“The Madrid bombings in March 2004 suggested that al Qaida had fully reconstituted, set its sights firmly on the US and its closest western allies in Europe, and established a new and effective modus operandi that increasingly exploited local affiliates,” IISS director John Chipman told a central London press conference.

“Al Qaida must be expected to keep trying to develop more promising plans for terrorist operations in North America and Europe, potentially involving weapons of mass destruction.

“Meanwhile, soft targets encompassing Americans, Europeans and Israelis, and aiding the insurgency in Iraq, will suffice.”

The IISS’s 18,000 figure is based on intelligence estimates that al Qaida trained at least 20,000 fighters in its camps in Afghanistan before the United States and its allies ousted the Taliban regime.

According to a source, North Korea's State Safety & Security Agency concluded that the massive explosion that occurred in the North Korean city of Ryongchon on April 22 had been conspired by anti-North Korean government forces to harm North Korean leader Kim Jong-il. A North Korean official who was recently on his business trip to China said, “The North Korean National Security Agency has investigated the incident since it took place and concluded that rebellious forces had plotted the explosions targeting the exclusive train of Kim Jong-il. The security agency, in particular, gained evidence that cell phones had been used in triggering the explosion and reported to the North Korean leader that the use of cell phones should be banned for the sake of the leader’s safety, the official said.

WASHINGTON -- The federal government wants to redirect $27 million in federal bioterrorism preparedness money from states to cities -- sending extra funds to Los Angeles, San Diego and San Francisco, officials said Monday.

Los Angeles would get an additional $2.67 million in 2004 under the Centers for Disease Control proposal, San Diego would get $1.22 million and San Francisco would get $940,000, according to a federal Department of Health and Human Services description of the program.

The $27 million that would be sent to 21 of the nation's largest cities is part of $55 million the CDC proposes to redirect from 2004 grants to states. The proposal will take effect unless Congress disapproves it within 10 days.

The money for cities is intended to help them develop the capacity to provide antibiotics to residents within 48 hours and integrate communications systems and emergency plans to accomplish that. The U.S. Postal Service would get $12 million from the $55 million to help the 21 cities develop plans to distribute antibiotics.

In addition, $11.9 million would go to improve surveillance information on emerging diseases, and $4 million would go to help the CDC expand its quarantine abilities.

The $55 million represents a fraction of more than $840 million expected to be sent to states in 2004 for bioterrorism preparedness, said CDC spokesman Von Roebuck.

Health and Human Services Secretary Tommy Thompson said in a letter to members of Congress last week that he's concerned states are spending money too slowly, and that redirecting the funds would "accelerate state readiness and improve the public health infrastructure."

In the wake of the Sept. 11, 2001, terrorist attacks, officials in some of the nation's largest cities have complained about federal funding formulas that have divided significant portions of the money into equal pieces for distribution to all states---- so that less-populous states like Wyoming and Alaska have received more money per capita than California and New York.
