one word: RATINGS! May is sweeps, and getting those advertising dollars is important to paying Dan Rather's salary.
Secondly, it was released to be inflamatory, and hostile to the current administration. Nothing connects to ratings and talking about this like inflamatory images.

She had them scattered throughout the government.Given that the JAG corps or a defense attorney would have had possession of all of the evidence if they were preparing court martials against some of these folks one has to ask whether a copy did no slip out from one of those sources. From her slip-up it is clear the the honorable Senator got her copy early.
