I'd say he was tied with "Cleaning Lady" Albright.

The most memorable event in Christopher's SOS career was his unwelcome arrival in Beijing. The "Cleaning Lady" will always be remembered by Islamists for her confession that US/UN-imposed sanctions were responsible for killing millions of Iraqi children. Neither did anything positive in the interest of the nearly 300 million Americans that didn't have an interest in the Clinton Administration. 9/11 is the legacy they share with Clinton's National Security team.
