Soldiers say that while they wear uniforms, the enemy doesn't and could be anyone. A 1st Cavalry soldier makes Iraqi Civil Defense Corps members disarm and lie down until he can verify who they are after the ICDC personnel showed up just after a mortar attack on U.S. soldiers. There are too many incidences when Iraqis in ICDC or police uniforms have fired on them, soldiers say.

The enemy is not willing to stand up and fight it out! Imperial powers have been saying the same thing for two hundred years when the colonials engage in guerrilla hit and run tactics.

U.S. soldiers rarely encounter an enemy willing to stand and shoot it out.. They rather stand back with a remote control and blow up a convoy at a discreet distance or maybe coerce somebody to do a suicide run. Chicken sh*ts.

"The same enemy tends to be more aggressive in urban warfare, more vulnerable in rural areas".
No women and children to hide behind in the rural areas.
