Received another letter from Gannett Publications, publisher of USAToday, and several other newspapers. Due to contractual arrangements they have with third-party content providers, they have denied our request to allow posting of excerpts. They will only allow the posting of titles and links.

That is really stupid and could never be enforced. Just pretend you don't even see excerpts like that. Let these idiots find them themselves and complain about it. There is not question that they are in violation of "Fair Use" by making such a request.
This is a good time to protect FR with the reminder, we should just post an exerpt and link
