That is really stupid and could never be enforced. Just pretend you don't even see excerpts like that. Let these idiots find them themselves and complain about it. There is not question that they are in violation of "Fair Use" by making such a request.

We must do as he requests. It's his party as well as our . . . vital need/service/forum.
We don't have enough resources or time and man power at present to fight such legally.
