I wish GMA had asked why John Lehman's signed his Silver Star and Bronze Star medal citations ... Is it possible that he really did throw his medals away and had to request replacements? Or perhaps he threw his citations away, and when he realized he'd need them for his political career, he had to get new ones signed by Lehman?

No.
To get replacements, you can just go to any Armed Forces Exchange, or to the Pentagon Uniform Shop. That doesn't change the paperwork (official letter) GIVING you the medal.
These were completely new citations, revised from earlier versions that had been signed by his admirals, each citation clearly signed with Lehman's signature.
