To get replacements, you can just go to any Armed Forces Exchange, or to the Pentagon Uniform Shop. That doesn't change the paperwork (official letter) GIVING you the medal.
These were completely new citations, revised from earlier versions that had been signed by his admirals, each citation clearly signed with Lehman's signature.

I believe that if you ask for a replacement of an award, whomever is the Secretary at the time you ask is the one who signs it.
I know that my EX ate some of my awards and when I asked for replacements, Thomas White signed them and he was not the Secretary when I got the original awards.
