I have traveled to Africa a couple of times (Uganda & Kenya)- which does not make me an expert - but I have come away with my own conclusions. Just my observations, and certain to get me labeled a racist, but ...
Africa is a welfare continent because of its culture. Laziness and lack of productivity are acceptable, and almost virtues. The only way for an African to succeed is to leave that part of his culture behind.
I don't think the colonial powers helped the situation any, but I don't think they started the problem, either. It takes little time in Nairobi to discover that it is a world class city slowly disintegrating due to lack of any effort to maintain it.
The great advances in civilization - written language, mathematics, philosophy, exploration, science, etc. - all come from a variety of cultures that placed value on labor, productivity, and discovery.
I can't think of any contributions made by sub-Saharan Africa.
