I suspect the 20 kills is higly inflated. This guy's whole record is a complete fraud.

What sKerry released is a "Officers Efficiency Report" (OER).
Remember that Vietnam was a war of numbers - body counts, sorties
flown, bombs dropped, numbers --numbers --- numbers. Thank you
McNamara.
Having run a squadron (USAF) OER shop for a couple of years and
processed over 150 of those durn things each year I know that an OER
is NOT an accurate assessment of an officers performance.
The tip off, for me, was the phrase "unconfirmed" If you put a number in
an OER you were expected to document it. Besides, unless he was
serving as a gunner on his swift boat (his OER says commander) how
could he personally kill Mr. Charles? I suspect that the body count
quoted is for the entire crew or, his "share".
Let's see - 20 bodies in three months = 7 a month. Or, roughly a body
every four or five days. That's heavy combat?

It seems to me this is a really bad argument for Republicans to be engaging in. The Kerry camp is clearly doing a Briar (sp.?) rabbit schtick here. "Oh, do we really have to release Senator Kerry's military records? Are you sure you want to see them? Well, OK then..."

not sure how this can be a 'smoking gun' ... i.e. this is writen in his report as a credit to his bravery. The fact that it's 'unofficial' makes it non-news though for Kerry.

I used to deal with lots of OERs in the Army, and I don't know how much this reflects on Navy back then, but there are two main things here. Most junior officers score in or near the top rankings if they are any good at all. Senior officers almost always score in the top ranking unless their career is over. Second, most of that earlier stuff didn't mean much, while only the bit at the end for the senior officer's rating was really meaningful.

This is a terrible OER!!!!! Any officer receiving this OER has just had his career ruined.!!!!
During those times, every trait HAD to be to the left, maxed out.
Waht really bothers me are the character traits that need work. Listed below:
Professional Knowledge--
Loyality The commander questions his loyality??
Force
Industry --- You have to be pretty lazy.
Analitical ability --- Noted by his bad decision getting off his boat during a fire fight.
Behaviour --- what the hell did Kerry do to be knocked down in behaviour?? It had to be serious!!!
Military Bearing --- Look at the picture of him in uniform on his web site to see why this is an issue.

And even Judgement is questioned!!!!
