The FBI had never completed a terrorist threat assessment. Wow Maybe not, but they did publish this: Tomorrow's Terrorist Threats - Pulse Weapons, WMD, Cyber Terror, Agroterrorism (1999 FBI Report)
CONCLUSION

You know, that strategy will never get off the ground. They have managed to paint Ashcroft as such a zealot that nobody will believe he shirked his duty at all, I don't care how they parse out different crimes, the public will not believe that he ignored anything.

Side note:
Yesterday on Brit Hume's Special Report, he said that Kerry's ad campaign group put together an ad. They put together a focus group to review the ad. The focus group were so offended by the ad that they almost attacked the campaign members. Brit didn't give a published reference, but that would be an interesting read.
