ACS Notified By NC of State's Intent to Award Medicaid Replacement System Contract to ACS

DALLAS, April 12 /PRNewswire-FirstCall/ -- ACS (NYSE: ACS), a premier provider of business process and information technology outsourcing solutions, announced today that it has been notified by the North Carolina Department of Health and Human Services (DHHS) of their intent to award a contract, valued at $171 million over five years, to replace and operate the North Carolina Medicaid Management Information System (NCMMIS).

The overall goal of the new NCMMIS is to continue to improve the quality and efficiency of healthcare delivery, which will improve beneficiary and population outcomes. ACS brings to the North Carolina Medicaid Program the best track record in the industry, having developed the first MMIS more than 30 years ago and having successfully implemented more new MMIS systems than any other contractor.

"Medicaid providers will see no interruption in their services as a result of this changeover and we are confident that ACS will meet all its objectives and deadlines as we work together to implement the new system," said DHHS Secretary Carmen Hooker Odom.

ACS was one of three companies who submitted proposals to DHHS for management of the NCMMIS, offering a full spectrum of systems and complementary services through an integrated solution without relying upon expensive subcontractor arrangements. The focus of the ACS solution is replacing the existing 27-year old MMIS with a more efficient system that incorporates re-engineered processes.

The new NCMMIS will continue to process the 90 million annual claims for the Medicaid and mental health programs, and will also process claims for the public health and Division of Facility Services programs. ACS was the first fiscal agent vendor to embrace a multi-payer model for healthcare program administration and brings to North Carolina both the systems and staff expertise to support the State's multi-payer program model.

This is prize for ACS. EDS is the big player in the Medicare-Medicaid administration marketplace.

EDS is taking lots of hits in its sweet spot.

EDS has been late to the game of "consolidation." ACS, IBM, CSC have all chosen some "best of breed" systems software that they offer to new clients. You want something outside that portfolio, you pay extra for it.

EDS has, until last year, just run everything their clients want them to run, which can be very expensive if those clients have some specialized, or customized, code.

For a company that was founded on the principle of economies of scale, EDS was the last major outsourcer to realize the economies of standard software platforms.

EDS has been struggling to find its momentum in the past few years. The IT outsourcing (ITO) market has been relatively flat - in addition to IBM, CSC and Perot Systems, Accenture and HP have entered the space; the offshore market has introduced a new level of competitiveness; and all the growth is in Business Process Outsourcing (BPO) vs ITO. EDS doesn't have an edge in the BPO space where specialized expertise can be a key differentiator.

My real concern, however, is whether the state did a competent job in writing the contract in a way that will ensure sufficient governance, and that contains the appropriate enforceable service level Key Performance Indicators (KPIs); and whether the state has retained the ability to disentangle themselves from the contract if expectations are not met. Given NC's overall track record for zero accountability and lots of sweetheart deals, I would be surprised if the taxpayers are not left holding the bag on this one.

I may do a Freedom of Information request to see the details of this transaction!
