It's actually President Chen. The Chinese, the Koreans, etc. put the family name first and the personal name second. Thus Mao Tse-Dung was Chairman Mao, the basketball player Yao Ming is Mr. Yao, etc.
Some Asians, when they come to America, reverse the order (and sometimes also Americanize the name): Pak Chan-Ho of Korea becomes, in America, the baseball player Chan Ho Park, e.g.
