You're right about that Cal. I know in one city a meter reader was attacked by a dog and severely mauled. The following year the city outsourced the meter readers for that particular utility and now use a local company to do the meter reading. The effect is still the same: lost jobs for the company outsourced. New lower paying and/or no benefits jobs for the company picking up the meter reading jobs. Same basic strategy in this case, but keeping it in the USA.

That is the concept. That is why Bush introduced the small business incentives. All good has it's bad though. Small business Outsourcing is wide open to scams because the checks and balances aren't as tightly controlled. But at the same time, stimulating small business growth induces employment and business economy wise.
America was founded on entrepreneurial principles. Unfortunately all in the business know how aren't the ones teaching the youth.
