WASHINGTON (CNN) -- This week's deadly train bombings in Spain will not lead to a rise in the U.S. color-coded terror threat alert system, a Department of Homeland Security spokesman said Friday.

"Based on the current intelligence, we have no specific indicators that terrorist groups are considering such an attack in the U.S. in the near term," said department spokesman Brian Roehrkasse.

Mysterious Illness Closes PA School

CORAOPOLIS, Pa. March 24, 2004 — A mysterious illness that has sickened dozens of students at a school district outside Pittsburgh forced administrators to cancel classes for about 800 students at least until next week.
Classes were canceled Friday at the Cornell School District when a large number of students grew ill, and many of them remained home Monday. There were 55 high school students and 79 elementary school students sickened with flu-like symptoms.

When reports of students vomiting in class began to filter into the office of Superintendent D.J. Johnson on Tuesday morning, he called in buses to begin sending students home.

I was hoping that it would dissipate, but obviously it's on the upswing," he said. He said he had never seen anything like the illness, which remains a mystery to state health officials.

Early testing has shown the illness is not being caused by a bacteria and it is not a food-borne illness, said Allegheny County Health Department Director Dr. Bruce Dixon.

The illness has spread to family members at home, he said.

"This is a very contagious virus," Dixon said.

It could be another three to four days before health officials can pinpoint the source of the illness, he said, but all indications point to a virus spread when people touch infected surfaces.

An outside firm has been called in to completely disinfect the school.

The Cornell district serves students on Coraopolis and Neville, about 15 miles northwest of Pittsburgh.

* I would guess that most of the Al-Qaeda messages we get are nonsensical by design, but some of the words in the fourth message of 3/27/2004 at Jill's site (starting with the words "The Al-Qaeda delivered a message important to the world . . .") really stand out to me. I've cut/pasted a few of the excerpts were most bizarre:

I thought that I had also explained that during an emergency, rules change for those who can/can't transmit. These rules are not yet known, but could be anything - what every they are at the time of emergency, they are to be strictly followed.

May I direct your attention to FCC rules part 97.407. This describes the rules under which amateur radio stations may be employed in an emergency. When the President invokes the War Emergency Powers Act, the set of available frequencies is immediately restricted. The stations permitted to participate are restricted to those registered with the local civil emergency services organizations.

I've been active with emergency communications in the amateur radio world since 1976. That includes work with ARES, RACES, Animal Rescue Reserve and various community service exercises. The laws are on the books. The amateur community understands and abides by them. While I resided in San Diego, my wife was the liason between the San Diego Sheriff's Dept, RACES and the Office of Emergency Services. She was also the liason to Animal Rescue Reserve. Both of us have been in this line of service for many years.

I'm glad that you are involved in emergency preparation. I'm not sure if you are agreeing with me or not, since anything can happened during an emergency, and rules from the FCC can be tailored to the emergency situation. I think that your are agreeing with me since you verified with FCC rules. While I do not have a license yet(taking test on April 10), I have uncovered these rules by talking with a general and extra licensed HAM in depth who are also involved in RACES and ARES. Emergencies are one of the reasons why I am interested in HAM. But maybe there is a difference in interpretation of what could occur during a real emergency.

I agree with what you say, but there are still a lot of other frequencies that are available during that time which can also be used for unlicensed users emergency activities. Also, while a list of bands is mentioned that can be used by RACES, these are AVAILABLE frequencies that can be used and not that all frequencies WILL be used by RACES during an emergency.

Part 97.407 while being a good example of emergency procedures, strictly apply to RACES situations. Stations must only be in communication with other RACES stations.

(c) A RACES station may only communicate with:
(1) Another RACES station;
(2) An amateur station registered with a civil defense organization;
(3) A United States Government station authorized by the responsible
agency to communicate with RACES stations;
(4) A station in a service regulated by the FCC whenever such
communication is authorized by the FCC.
(d) An amateur station registered with a civil defense organization
may only communicate with:
(1) A RACES station licensed to the civil defense organization with
which the amateur station is registered;
(2) The following stations upon authorization of the responsible
civil defense official for the organization with which the amateur
station is registered:
(i) A RACES station licensed to another civil defense organization;
