WASHINGTON (CNN) -- This week's deadly train bombings in Spain will not lead to a rise in the U.S. color-coded terror threat alert system, a Department of Homeland Security spokesman said Friday.
"Based on the current intelligence, we have no specific indicators that terrorist groups are considering such an attack in the U.S. in the near term," said department spokesman Brian Roehrkasse.

Maybe I could buy that except amateur astronomers would not be using 11 MHz. That portion of the spectrum is not allocated to hams or anyone else "amateur".

Found on the wfsb.com site while reading about the tanker crash
http://www.wfsb.com/global/story.asp?s=1738716&ClientType=Printable BRIDGEPORT -- A terror threat targets Connecticut's busiest stretch of highway, the Interstate-95 corridor in Bridgeport. State police began stepping up security in the area Thursday.
The response is a coordinated effort between local and state police, the Coast Guard, and Homeland Security.
People taking the port Jefferson ferry to long island underwent police checks of vehicles at the docks today.
One of the more visible signs of the increased security measures put into place after authorities received information that Bridgeport could be targeted.
"It's nerve-wracking .. .you see police, and all that's going on, you often wonder," said Long Island resident Timothy Smith.
"What we've done now because of the alerts we've increased police to 24 hours, seven days a week," says Joseph Savino the Harbormaster. "Matter of fact, we just got back to the dock. We were out on patrol."
the alert appears to involve the stretch of I-95 that skirts the city, an area that includes the ferry terminal. The I-95 bridge over the harbor and the Metro North tracks that run parallel to the highway.
"It began with homeland security in Washington obtaining intelligence information and passing it to Connecticut," says State Police spokesman Sgt. Paul Vance. "In this day and age, all intelligence is taken seriously and passed on to law enforcement agencies that it might affect."
State police stress that the intelligence in this situation is both non-specific and unsubstantiated, but is taken very seriously -- hence the increased security.
Measures people seem willing to put up with for the peace of mind it affords them.
"Better the security here than to have a problem when we're out in the middle of Long Island sound on a boat," says Robert Mancuso.

Thanks, I stand corrected. May I ask if you have anything to add that might indicate the source of this transmission?

Considering that there was a terror warning issued on this very stretch of road yesterday, then today we supposedly have a crash which takes out a section of a bridge, I am highly suspicious. This whole story seems implausible to me. Smells like it might have been a terrorist action.

I wouldn't dare post this anywhere except on this thread -- but what if the next thing is a nuke attack in NY -- and one of the escape/evacuation roads is closed. Wow what an evil thought! Very good observation. Then of course we have jerseygirl's story about Project Genesis popping up again today...

I don't monitor the utility stations (as they are called) but I'll see if I can find what gov't stations are allocated to that frequency.

Oh, that's a great idea. I think we should.
Maybe we should do what some of the others have done also, and privately share email addresses. Or somehow to have contact outside of FR.
I'm really worried that someday it will be needed.

Granny has been wearing a tinfoil hat on these accidents that closed roads, since 9-11.
I don't remember all of them and have no brains left today,
but if we do a list, it will be like the "White Powder" list, it will grow and grow.
It has been 2 years or more, since I noticed that a lot of the truck and bus accidents seemed to happen on overpasses or bridges.
Remember the church bus in Texas? I looked at the pictures of that and the bus had gone to the right of the guard rail, continued some 200 to 400 feet and then hit an overpass.
To me it looked like, there was no effort to stop, even tho on the dirt. Oh, Yes the driver looked like an arab.
Do you recall the barge that took out the bridges in Oklahoma, on the main freeway and rerouted the traffic thru Oklahoma for several months. I followed that story for months and guess what, it is still a mystery.
The barge hit a bridge down river, then went on until it came to the freeway and took it out.
There were a couple of train accidents back east last year that were strange and closed the roads....
The California fire last year had all roads closed, several times.
I know that I was following the I-8 freeway that goes from San Diego to El Centro and east, it kept getting closed by
burning cars and it seemed that they were not from the 'fire'. The road was open, then all of a sudden an abandoned car on fire.
Yes, I know that there were many cars and even a TV truck, that were burned and directly related to the fire.
The Calif. Highway Patrol was reporting all the attempts to start fires by arsonists, over and over, and I was watching the roads be closed.
When I lived in San Diego during the Viet Nam war, we were warned about leaving town, and there were 3 routes out of town, to Los Angeles, Mexico and I-8 East, it was a fear then and would still be today.
When all the bus wrecks were happening, I wore tinfoil daily, if you recall one of the accidents, was caused by the driver's throat being cut with a box cutter.
Not many months ago, there was a gas tanker in Washington, and I went and found the pictures of it.....
Looked like it was possible that it was not an accident, he had driven into the guard rail, on nice level ground, on the freeway.

Ruth is right.
We had several accidents this week. Don't you two remember the Goethals Bridge was closed?
And have you noticed or heard about all the nails being left in the main roads?
I went to have my tires plugged and was on a conga line.
Then I heard on NJ 101.5 the DJ talking about her experience on having her tires plugged and there was also a conga line of people with the same problem.

Well, that's probably true. We certainly won't have any access to any sort of computer use at that point. Heck, we won't even have tv.
I think our shortwave radio is okay, but I may just pay a visit to Radio Shack or something like it one of these days.
I'll never learn ham soon enough, though I've always wanted to. Never got to it.
Smoke signals -- I hope it doesn't get to that point, but who knows.

This is something that is very close to the stated frequency and sounds somewhat similar. The mode refered to as "ALE" below could be the digital signals refered to in the message:
The U.S. Air Force High Frequency (HF) Global Communications System (HF-
GCS) is a worldwide network that currently consist of 15 high-power HF
stations which provide air/ground HF command and control radio
communications between all Department of Defense (DoD) ground agencies,
aircraft and ships. Allied military and other aircraft are also provided
support in accordance with agreements and international protocols as
appropriate. The HF-GCS is not dedicated to any service or command, but
supports all authorized users on a traffic precedence basis.
On Jun 1, 1992, the former Global HF System (GHFS) was created by
consolidating other U.S. Air Force (USAF) and U.S. Navy (USN) HF
networks, including the USAF Global Command and Control System (GCCS),
the Navys Ship-to-Shore High Command (HICOM) network, and the dedicated
Strategic Air Command (SAC) Giant Talk System. The goal of the merger was
to develop one worldwide non-dedicated HF network capable of providing
Command and Control (C2) HF communications support to all authorized DoD
aircraft and ground stations. As of 1 October 2002, the former GHFS
network is now known as the HF Global Communications System (HF-GCS).
The old high power HF equipment being utilized within the HF-GCS has now
been replaced with "Scope Command" equipment. Scope Command incorporates
Automatic Link Establishment (ALE) technology for use over HF. Scope
Command is not the name for this network as some have indicated in the
past post to the WUN and other newsgroups. It is the name of the
equipment upgrade being done to the network. In January 2003, all HF-GCS
station transmit and receive equipment is remotely controlled from the
Centralized Net Control Station (CNCS) at Andrews AFB, Maryland.
This ALE technology automates many of the functions performed by the
operator such as selecting the best propagating frequency from
a list of authorized frequencies.
Net Procedures
General Calling - Aircrews use a preliminary call as outlined in ACP-121
US Supp 2 using the collective callsign "MAINSAIL" or the HF-GCS station
call sign (example: Sigonella Global this is Dark 86 on 11175, OVER). HF-
GCS operators require approximately 10 seconds (for automated equipment
configuration) to respond to calls for service. The HF-GCS operator may
request the aircraft change to a discrete frequency for improved and/or
extended service.
Phone Patch Service - Phone patching allows direct voice communications
between ground agencies and aircraft by electronically connecting
telephone circuits to radio transmitters and receivers. Phone patch
service is reserved for official unclassified business only and shouldnt
exceed five minutes. Patches of more than five minutes or of a sensitive
nature should be run on a discrete frequency. Aircrews requesting a phone
patch must include all information necessary for HF-GCS operators to
complete the call, such as the identity or location of the called parties
and telephone number if known. Phone patches are monitored by HF-GCS
operators and if radio reception isnt of sufficient quality to complete
the patch, they will attempt to copy the traffic and relay it to
addressees.
Message Relay Service - HF-GCS operators transcribe encoded or plain-text
messages for aircraft or ground stations and forward them to the
addresses by radio or landline. The text of the messages can be in the
form of alphanumerics, code words, plain text, acronyms, and/or numerical
sequences. Aircrews may use "READ BACK" procedures when the message data
is critical, or when an incomplete transmission is suspected due to poor
radio reception. All messages received by Global stations will be
accepted and delivered by the fastest means available according to
precedence and priority.
Published Frequency Listing - HF-GCS stations operate on "core"
frequencies to provide increased "Global" coverage. The published
frequency listing does not reflect complete system frequency
authorizations. These published frequencies will be used for initial
contact, EAM broadcasts, and short term C2 phone patch and message
delivery. Other extended or special services will be moved to each
stations available "discrete" frequencies. Any and all known discrete
frequencies for these stations have been incorporated below in the HF-GCS
station listings.
Frequency Guide - The frequency guide below is used by units contacting
this net and is designed to optimize their air/ground communications.
Primary HF-GCS Frequencies - 24 hours 8992.0 11175.0
Back up HF-GCS Frequencies - DAY 13200.0 15016.0
Back up HF-GCS Frequencies - NIGHT 4724.0 6739.0
Commonly heard callsigns
BRICKWALL Osan Air Mobility Control Center (AMCC)
DENALI Elmendorf Air Mobility Control Center (AMCC)
HILDA GLOBAL Tanker Airlift Control Center Scott AFB
TRACKER US Air Force Europe Tanker Recce Airlift Control
Center (UTRACC)
MAINSAIL Authorized users may contact and request service from Global
HF System stations by using the general net air-ground call sign
"MAINSAIL". Any Global station hearing the call "MAINSAIL" will respond
and provide the requested service.
S4JG A universal Navy call sign assigned to Patrol Squadrons (VP)
for use in radio checks. Instead of using the briefed, tactical call
sign, the Navigation/Communications operator on the P-3C Orion aircraft
would use S4JG on voice and also teletype to get a communications check
with a Tactical Support Center (TSC), HF-GCS station or Anti-Submarine
Warfare (ASW) Operations Center (ASWOC). In theory by using S4JG, the
tactical call sign is less likely to be compromised.
SKYBIRD The collective call sign for all U.S. Strategic Command
(USSTRATCOM) command posts, launch control centers, Global HF stations,
Air Traffic Control (ATC) towers on Air Combat Command (ACC)/Air Mobility
Command (AMC) host tenant bases, Single Sideband (SSB) HF radio stations,
and air defense sites in Canada.
SKYKING The collective call sign for all Single Integrated Operational
Plan (SIOP) committed aircraft and missile crews. Its meaning is all
SIOP committed aircraft and missile crews copy the following message.
SKYMASTER The collective callsign to all USSTRATCOM airborne command
post.

You know, when I read about the bombs on the train tracks in France, I think about all the problems we've had that we know about, not to mention the ones that never make it to the surface for us to even be aware of.
There's so much going on that is just brushed off to "coincidence" or "accident" that is anything but.
To: Calpernia
I think it might be wise for the other hams on this thread and I to get our heads together and come up with a frequency list and maybe a net protocol. What do you all think?
