Kerry sold out the POWs in Vietnam so that his cousin could make a bundle. He should know from "crooked."

The truly bizarre thing is that this *is* an Associate Press story. So the media has no excuse for not covering it. (It didn't come from the rightwing media, like Fox or the NY Post.)
So they had no excuse. But it's clear it was allowed (even encouraged) to go quickly down the memory hole. In fact if Fox hadn't picked it up, it would probably already have been disappeared.

Not at all. The media is doing what basketball phrases a "makeup call". When a ref makes a game deciding call at one end of the court, there will often be some minor call at the other end of the court to pretend to even things out.
The media has hyped Kerry into a lead. Now they'll toss out a bone like this to make a pretense of objectivity.

And when his BCCI investigations got too close to Democrats involved, he cancelled planned hearings and shut the investigation down. He definitely does know from "crooked."

I agree with your assessment of why these kind of stories even show up (albeit as rarely as blue moons) in the first place.
But also the AP knows that this will get buried soon enough. The rest of the food chain know that this was just a token.
Look at the date of this. It got a little play at the time. But only a very little. Imagine if it had been about Bush. It would still be front page news.
