Optimal strategy here was to have Campbell run for re-election and then resign, letting Owens name a replacement who would have incumbency in his favor in 2010 when next up for re-election. I'm surprised this was not done. Perhaps it still could be.

The chosen replacement would run in a special election in 2006.

I've never heard this strategy and it doesn't seem to fit Campbell's personality.
