Malvo and Mohammed were shooting their victims at 500 Yards????? They were shooting their victims from about 40 - 60 yards at most, and most of the time they were in the same parking lot as their victims! If you want to get him a highly accurate and VERY affordable rifle and you don't mind it being a milsurp, get him a Swiss K-31 straight pull bolt action. Right now they are running about $100 each, and will easily shoot from 1 1/2 down to sub MOA with surplus ammo (some of the most accurate surplus you can get, too).

You can make a project out of disassembling, cleaning, rebluing the steel and sanding and refinishing the wood.
