I think the Israelis are just waiting for him to die. You can't work with him. You can't work with any other Pali so long as Arafat is alive. So you might as well just batten down and wait him out. When he dies there will be a mad scramble among the Palis for cash and position and then (I think) a huge civil war. I say chill some beers, pop some popcorn and enjoy the festivities. When the worst of the worst are almost all dead, send in the IDF to wipe out the remnants. Then see if those Palis left alive have learned anything.

When he passes away there will be an acute shortage of money for the Palestinian Authority to pay for the day-to-day expenses. Hamas will probably try to use their money instantly, and this must be prevented.
