Never mind that they can't, but even if the prices could fall 20-25% (I thought it was 20 to 30% a minute ago) the tax increases the pice 30%...not 23%... Same as now?...Not even close.

Not even you are that dense, are you? If prices fall by 23% (roughly the midpoint of that range) and then the tax is added so that 23% of the total is tax (or, in other terms 29.87% of the pre-tax price), that works out exactly the same price as before:

1. 23% reduction in a $100 item makes the pre-tax price $77
2. Multiplying that $77 by 29.87% yields $23
3. The after-tax price of the item is $77 + $23 = $100
4. $23 out of $100 (23%) of the after-tax price is tax

You've fallen for the 23% lie. The tax is "23% of the gross payment" (including itself)... That equates to 30+ percent increase in price. Notice the tax is "of the gross payment...gross payment being all other taxes, fees, excises and anything else tacked on to the "payment" would also be taxed 30%.

Actually, it equates to 29.87%, not 30+%. It is also applied exclusive of all other taxes (including exices), as indicated in the bill's own definition of "gross payment".

We use the 23% rate because that compares to income tax rates -- the are expressed as tax-inclusive rates. For example, if you make $100 and pay $20 in tax, your tax rate is 20% (20/100), not 25% (20/(100-20)). Ditto for the NRST -- if you spend $100, you pay $23 in taxes for a 23% (23/100) tax-inclusive rate. Expressed like a current state sales tax, it would be a 29.87% (23/(100-23)) tax-exclusive rate.
